Troy Deck timeline

Here is a timeline of events involving the alleged crimes and ensuing Colorado Springs Police Department investigation of Troy Deck.

Dec. 15, 2020 – Deck is arrested on charges of stalking, and invasion of privacy for sexual gratification.

Feb. 10 2021 – Deck pleads guilty to a charge of stalking causing emotional distress, a class 5 felony, and is sentenced to two years in the Department of Corrections, though he did not serve the entire sentence. 

Dec. 6 2022 – CSPD receives a report of suspicious behavior from a female resident in the area of Colorado College. The victim told police she had observed a man wearing all black and a ski mask looking into the bedroom windows her house.

Deck’s vehicle tracker obtained by law enforcement a year later showed him within the same block at the time of the reported peeping tom incident, and the victim’s suspect description matches Deck.

April 15, 2023 – Police receive another report from a woman at a downtown residence saying she had seen a man wearing dark clothing and a ski mask, peering into her windows, including climbing onto a balcony to gain access to bedroom windows.

May 3, 2023 – Police receive reports from a young woman at a downtown residence who observed a man, matching a description of Deck, walking between two residences and looking through the first-floor windows of the homes from the alleyway. 

May 8, 2023 – Police receive reports from another female residence of a man standing outside of her residence, looking into the windows of her home. Again, the suspect matched Deck’s description. Other tenants at that location said they had chased the same person off the property on May 3.

June 14, 2023 – Police receive reports of a “prowler in progress,” at another residence in downtown Colorado Springs. The victim(s) told police they had observed a man through their neighbor’s security camera footage peering into the windows of the home for more than an hour.

Police on the scene witnessed a Black Toyota Rav4 parked in the immediate area. Police confirmed it belonged to Deck.

August 16 & 17, 2023 – Records state on August 17, at 11 a.m. police received a call from a residence in the area of Colorado College that had occurred the night prior.

The female victim told police that she was home alone the evening of Aug. 16 when she heard floorboards squeaking outside her bedroom at roughly 11:45 p.m. When she opened her bedroom door, she described “immediately,” seeing a man, approximately 40 to 60 years old wearing a black shirt, pants, gloves and a ski mask.

The victim said the man proceeded to point a knife in her direction and repeatedly say, “I’m not going to hurt you, you just need to do what I tell you to do,” the affidavit states.

The man then told the victim to take her clothes off and began touching her inappropriately. He then ordered her to get onto her bed, and she refused, the victim told police the man appeared, “confused (as to why) she didn’t like him touching her.”

The victim explained to the man that she would not become aroused, as she was afraid for her life.

The man then told the suspect that he was going to leave, and took her cellphone on his way out.

“The suspect then climbed out the same window he entered through, placed the cell phone on a ledge, and left through the backyard,” the affidavit states.

He was then seen through security camera footage walking through the backyard to a black SUV .

Sept. 9, 2023 – Police said at roughly 12:19 a.m. officers received a report of a prowler in progress at another downtown residence.

According to the affidavit, the victim told police that her neighbor had called and asked if she was expecting any visitors that night as he had just witnessed a black Toyota Rav4 park in her driveway.

The neighbor observed a man matching Deck’s description enter a fenced area around the side-yard of the residence, and activate a motion censored light on the property.

“The motion light turned on, and the male left the area,” records state.

Shortly after the first call to service that night as police collected a statement from the initial victim, officers received another report of a prowler in progress in the area at a separate location.

Responding officers learned that two woman had been seated on their couch when they received a motion notification from a Ring doorbell camera that someone was at the front door.

The first woman states that when she checked the camera, she observed a man wearing all black and a ski mask and peering through an adjacent window.

According to arrest records, the couch where the victims were sitting was visible through the window where the suspect was standing.

“(the victim) stated that the suspect back was to the camera, and she believed based on his body positioning and hand placement that he may have been masturbating,” arrest records state.

The victim told police that they had become frightened and locked themselves in the bathroom, simultaneously setting off a loud alarm that caused the suspect to leave.

The two-woman remained in the bathroom until police arrived on the scene.

Sept. 2, 2023 – Police receive reports of a peeping tom at a downtown residence. The report indicated a neighbor had witnessed a man wearing all black and a ski mask peering into the windows of the residence.

Sept. 4, 2023 – Police receive reports from a female witness of suspicious behavior surrounding her residence in downtown Colorado Springs. The witness told detectives that she had been parked in a vehicle outside of her residence when she observed a man matching Deck’s description emerge from the darkness and take off a black ski mask.

As she walked back into her residence, she witnessed the man reappear and walk toward his vehicle parked on the street. The witness described the vehicle as a dark colored Toyota Rav4

Sept. 22, 2023 – Investigators learn the cell phone number Deck has previously provided within his sex offender registration to be false. They obtain a search warrant to place a tracking device on Deck’s black SUV, which they accomplish the following day.

Sept. 29. 2023 – Law enforcement obtained a search warrant for Deck, his residence, and his vehicle as a way to obtain any outstanding evidence related to the instance of criminal trespassing on June 14, and any potential related criminal instances involving Deck in the area.

Police conducted a traffic stop on Deck in his black Rav4, and seize his cellphone, along with two pairs of black gloves, a pair of binoculars, a blue-gray long sleeved shirt, a black face mask, a dark brown-gray beanie hat, two black jackets and two Optimus 2.0 tracking devices that Deck owned personally.

According to arrest records, Investigators were able to link the locations found on Deck’s tracking device to be consistent with addresses of reported peeping tom  incidents between Dec. 2022 and Dec. 2023.

Dec. 2023 – Amid the investigation into the peeping tom and incident of sexual assault, detectives discovered Deck to actively be stalking another female victim, records state.

Based on information from the planted CSPD tracker on Deck’s vehicle, investigators found Deck to have visited her address on 15 separate occasions in a three-month period.

Dec. 29, 2023 – Deck is arrested on two counts of failing to register as a sex offender.

Jan. 3, 2024 – Deck is arrested a second time for stalking and is taken into custody.

Jan. 16, 2024 – Deck is served a third arrest warrant for incidents of trespassing and invasion of privacy, and the instance of sexual assault and burglary.
