ANSWER: We checked with city traffic engineer David Krauth, who said this portion of Marksheffel is in the county. He received this response from the county: “The posted 45 mph speed limit for the improved segment of Marksheffel Road is consistent with urban roadway design criteria. Some of the urban design features that influence a lower speed limit and which are absent from the existing rural design segment, include curb and gutter and sidewalk.”
