Colorado Springs police on Monday released new details surrounding an officer-involved shooting that left a female suspect wounded on Dec. 17.

In a video briefing, Patrick David, Commander of CSPD’s Professional Standards Division, recited the events leading up to the shooting and provided body-worn camera footage.

At about 3 p.m. on Dec. 17, officers were dispatched to a home in the 5600 block of South Buckskin Pass after a caller stated his ex-girlfriend was at the residence “ringing the doorbell and excessively knocking.”

The caller also told law enforcement the woman had an outstanding arrest warrant. Police were familiar with the suspect due to prior calls for service involving the reporting party and the suspect, David said. Officers were also aware that the suspect had been known to carry a gun.

The first arriving officer attempted to speak with the woman as she began walking away from the home. She then turned around, pointing a handgun, at which time the officer fired three times, hitting the suspect twice, David said.

Body camera footage shows an officer getting out of his vehicle and calling out to a woman as she walks away from a residence.

“Ma’am, I need to talk to you really quick,” the officer says as the woman continues to walk away. “You’re not free to leave.”

The fleeing woman can be seen pointing what appears to be a handgun. The officer announces the presence of a gun and fires his service weapon three times. The woman can be heard crying out as she falls to the side.

In another video excerpt, the officer is heard consoling the crying suspect as another officer applies a tourniquet to her leg.

CSPD identified Eric Rusch as the officer who fired his weapon. Rusch is an 11-year law enforcement veteran who has been with the Colorado Springs Police Department for five years, David said.

Kari Anstett, 43, has been identified as the suspect. Anstett, who faces several charges including first-degree assault (two counts), violating a protection order, a several unrelated misdemeanors. She was treated at a hospital for her injuries, but was in custody at the El Paso County Jail as of Monday afternoon, on a $17,000 bond. She is scheduled to appear in court on Jan. 21.

The El Paso County Sheriff’s Office is investigating the shooting. Once their investigation is completed, the 4th Judicial District Attorney’s Office will determine whether the shooting was justified.
