A former Colorado State Patrol trooper charged with unlawfully watching a child sexual exploitation video pleaded guilty to the crime last week.

Luke Zellman, 42, was terminated a month after investigators from the Colorado Springs Police Department arrested him Sept. 10. He was accused of using two videos showing the sexual assault of a child for sexual gratification.

Court documents obtained by The Gazette show he took a plea deal April 2, agreeing that he watched one of the videos, which investigators found inside a quarantined folder on Zellman’s personal cloud storage account.

He will see no prison time unless he fails to comply with his four-year sex offender intensive supervised probation, according to the deal.

His probation requirements include: completing a sex offender evaluation, complying with treatment requirements, registering as a sex offender, having no contact with anyone under age 18 (including his own family until granted permission by the treatment team) and no use of the internet or a computer.

He will also pay restitution fees to the victim(s).

The deal also requires him to hand over any additional evidence, including phones and computers, to law enforcement. If the court finds more “extraordinary aggravating circumstances,” then he could sentenced to as long as 16 years.

Zellman’s arrest papers suggest he could have found the video through online websites or through other offenders via shared drives and links.

Not much is known about Zellman or his time as a trooper. Public records and his arrest papers indicate he has a wife and children.
