Colorado Springs releases ballot language to repeal retail marijuana, allow e-bikes in city parks

LETTERS: Despite this win; will of the voters

Colorado Springs has posted the planned language for two questions that may end up before voters in April.

The biggest and most-discussed question would ask voters to undo the legalization of retail marijuana sales that was approved in the November election. The second question would ask voters if the city should allow electronic bikes to widely be used in city parks and trails.

The two ballot questions are on the agenda for the city council work session Monday and for a final council vote Tuesday. If approved by the city council, the questions will appear on the municipal ballot April 1.

Council member Dave Donelson is bringing forward the marijuana repeal question. He has argued that a second vote was needed to clear up potential confusion from the November election, where there were two competing questions on the ballot related to marijuana sales.

A council-sponsored question to ban retail sales in the city charter failed, while the measure to begin allowing recreational licenses and sales passed.

The newly proposed ballot measure states: “Shall the electors of the City of Colorado Springs repeal the initiated ordinance that appeared as Ballot Question 300 in the November 5, 2024 election, which legalized recreational marijuana sales for the first time in the City of Colorado Springs?”

The expected repeal question was widely opposed at the last council meeting by marijuana industry members and supporters of the November ballot measure, who said the city was attempting to undermine the results of the election and the will of the voters.

The ballot question on e-bikes was introduced by council member Nancy Henjum. The question would amend the Trails, Open Space and Parks program to begin allowing e-bikes to legally be used on the city trails. City staff had introduced a proposal last fall to allow the e-bikes by changing definitions in the city parks code, instead of going through a ballot measure, an approach opposed by many supporters of TOPS.

“Shall the City of Colorado Springs City Code be amended to allow class 1 electrical assisted bicycles on City parks properties and trails, including properties acquired under the trails, open space and parks (TOPS) program, except where prohibited by the Manager of the Parks, Recreation, and Cultural Services Department?” the proposed ballot measure states.

The approved questions will appear on the April ballot along with the elections for the six district seats on the City Council. Both Donelson and Henjum are running for re-election this year.
