Arrests made in connection to 2022 Fremont County homicides

2 juveniles arrested in connection to Wednesday shooting on southeast side

The Fremont County Sheriff’s Office made multiple arrests in a 2022 homicide investigation, according to an announcement on its website Tuesday.

Officials said on April 30, three Fremont County residents were indicted by a grand jury on charges stemming from the 2022 discovery of the bodies of 25-year-old Ryan Roth and 36-year-old Rodolfo Santillan-Reyes in the Phantom Canyon area, off Fremont County Road 67.

Identified as 45-year-old Anthony Fogle, 41-year-old Toni Gurule and 40-year-old Suzzette Salyer, the three were indicted on two counts of first-degree murder and two counts of first-degree kidnapping.

While Fogle was arrested on May 5 because he was already in federal custody on separate drugs and weapons charges, sheriff’s detectives arrested Gurule and Salyer in Mohave County, Ariz., on June 1 with the help of the Mohave County Sheriff’s Office.

Gurule and Salyer are awaiting extradition back to Colorado, according to officials.

Fogle has an extensive criminal history that includes numerous convictions on drug charges, theft and robbery in the past 15-plus years in Fremont, Denver and Arapahoe counties.

Salyer has a few motor vehicle thefts along with a 2016 theft charge on her record. She also spent several years in prison for a string of kidnapping, robbery and burglary charges 2002-2003 in El Paso County.

Salyer pleaded guilty to one menacing count in a kidnapping case and received three years in 2003. In 2002, she received eight years for burglary and 13 years for a robbery of an at-risk person.

Gurule does not have any criminal convictions or charges other than the homicides in Colorado.
