Colorado Springs police seek more victims in serial ‘peeping Tom’ case as woman speaks out
An arrest affidavit of the man accused of 13 incidents of invasion of privacy and sexual assault reveals a dark past of similar crimes, and an intention to conceal his contact information from authorities, according to records obtained by The Gazette.
Troy Deck, 54, was arrested in late December, with more charges added in January. His charges include repeated instances of ‘peeping Tom’ trespassing for sexual gratification, stalking, sexual assault, intentionally providing law enforcement with an incorrect phone number and failing to include an active email address while registering as a sex offender in Colorado Springs.
According to an arrest affidavit obtained by The Gazette, detectives with the Colorado Springs Police Department launched an investigation into Deck following a report of a man peering into a residential window in the area of Colorado College in the summer of 2023.
An evening in June
On June 14, 2023, a 25-year-old female resident of downtown Colorado Springs made her way back to her apartment after a long day of work.
The multiplex unit has somewhat of an unusual layout — the proclaimed “row house,” features eight residential units positioned next to each other — a safe, protective community of residents who tended to look out for each other.
“We’re all very close and very connected,” the resident said, “I felt safe living there on my own.”
In speaking with The Gazette, the young woman wished to remain anonymous to protect her identity and safety.
The evening turned to night, and the resident remained on her couch for hours as she waited for her girlfriend at the time to join her. When she did, they both heard a second, unexpected knock at the door at around 11 p.m.
“I was there with my girlfriend at the time, and we get a knock at the front door and it’s my neighbor Katie, and she comes in and she’s like, white as a ghost,” the resident said.
Katie proceeded to show her neighbor a disturbing series of security camera footage she collected of an unknown man, peering into her neighbor’s living room window.
The couple and neighbor watched with anxiety as the man approached the apartment from the street, put on a ski mask, and watched the resident alone in her home for over an hour.
“And I didn’t see him. I didn’t see him at all,” she said.
“The cops came. My girlfriend at the time called them because I was not well. I was so f—ing scared.”
According to arrest records, at roughly 11:30 p.m., police arrived on the scene and observed a black SUV parked on the street in proximity to the resident’s apartment.
Police observed a single individual inside the parked vehicle. The arrest affidavit for Deck indicates that police did not approach or question the individual at that time, but did later check the vehicle’s plates, which showed the SUV to be registered to Deck, an active registered sex offender in Colorado Springs with peeping tom convictions going back to at least 2004.
The resident recalled that once the police had left her apartment, she noticed the black SUV had left the area as well.
“Once the cops left my apartment, the car was gone,” the victim told The Gazette. “He watched my neighbor come into my house, and watched the cops pull up.”
Start of investigation
Police had a lot to consider after tying Deck to the scene of the peeping tom. A look at Deck’s rap sheet showed that in 2004, he was convicted of a class two misdemeanor of “sexual contact – peeping Tom – attempted.” Additionally, in 2017, Deck was convicted of “invasion of privacy for sexual gratification,” a class six felony.
On June 15, investigators attempted to contact the suspect at his listed address along Logan Drive in Colorado Springs according to his arrest affidavit.
Officers noted Deck was not home at the time of the visit, but confirmed with a roommate that Deck did live there.
Through more investigation, police began to suspect multiple other incidents of peeping toms, criminal trespassing, and sexual assault reported from the North End area of downtown Colorado Springs to be connected to Deck.
Lasting impacts
The victim from the June 14 incident told The Gazette she has suffered lasting impacts from the series of events that unfolded that night.
“Up until a few months ago I would have to call people if I got home from work late, just to be on the phone with me as I walked into my house because I was so petrified that he would be behind my car.” the resident told the Gazette.
“I just constantly had the thought of like he knows I called the cops; he saw the cops get to my house. It just made me scared that he was going to come after me for it. I slept with a knife by my bed and a mirror in front of my door, in case he decided to come back.”
Pursuit of justice continues
In his Jan. 25 court appearance, Deck pleaded not guilty to his current charges.
At last check, he is facing 17 charges including stalking, sexual assault, first-degree burglary, menacing, and 11 counts criminal attempt, and invasion of privacy for sexual gratification, along with the two counts of failure to register as a sex offender.
Police said they are still searching for additional victims, and multiple similar incidents in the area of Colorado College remain under investigation.
