El Paso County commissioners approved their first budget of more than $300 million on Tuesday to help with disaster recovery improvements to county facilities.

The 2016 budget, which the commissioners approved unanimously, is $301,968,123, according to a news release. The budget is split in two segments – $108 million of unrestricted revenue for county services and $193 million of restricted funds to be used on Department of Human Services programs.

Nearly 50 percent of the unrestricted general fund will go towards law enforcement costs, including criminal investigations and prosecution.

The county said it has some of the lowest property and sales taxes among Colorado’s largest counties, which translates into lower fees for county services. It also noted that the salaries of El Paso County employees are lower than average for comparable positions. The county will spend $3.5 million in 2016 to bring up those salaries to the average pay range.

The 2016 budget will also put $1.2 million into a disaster recovery and facilities maintenance fund, which will accrue up to $5 million over the next five years. The fund will also help open an El Paso County Clerk and Recorder office for motor vehicles on Fort Carson.
