The city of Colorado Springs plans to pay $3.4 million to settle claims involving a former policeman who was convicted last month of sexually molesting middle school boys.

City Attorney Chris Melcher will ask the City Council on Nov. 13 to approve an ordinance for a $3.4 million supplemental appropriation to settle claims relating to ex-cop Joshua Carrier.

The claims against Carrier,and the city alleged that “Carrier sexually molested several children while he was acting as a volunteer and a police officer at Horace Mann Middle School,” the city said in a press release.

“The requested supplemental appropriation is sufficient to settle these claims.”

The settlement money will be distributed proportionally “among the claimants in full and final settlement of their claims against the city,” the press release states.

Last month, a jury convicted Carrier, who had served as a school resource officer at Mann, of sexually assaulting 19 of his 22 accusers. In April, an earlier jury failed to reach unanimous verdicts on most counts against Carrier.

At least 15 families filed claims demanding more than $1 million per child from Colorado Springs School District 11, the city’s Police Department and others, including Carrier. Notices of claim must be filed before suing governmental agencies.

In September, a lawyer defending Carrier said a $9.4 million settlement was reached with agencies including Colorado Springs School District 11.

Carrier, 31, faces life in prison during a sentencing hearing set for 9 a.m. Feb. 22.

Carrier was accused of inappropriately touching children while volunteering in various roles at the middle school, including as a wrestling coach.

The jury convicted him of all counts related to skin-checks of student wrestlers, who said Carrier fondled their genitals under the guise he was checking for diseases.
