DENVER – It’s the second day of the Legislature’s special session, and it looks like they’ll be done with their extra work by the end of tomorrow. 

The House passed its two bills Tuesday morning on third reading, and the Senate passed its four. All but one are expected to pass the Legislature without much noise, except possibly a marijuana DUI bill heading to the Senate that would establish a criminal blood content level of THC, akin to the .08 percent blood alcohol level for DUI’s.

Also being considered are a bill to reform the unemployment insurance program, a measure to fund more than $20 million worth of water projects, a bill concerning “benefit corporations,” and a bill about the registration of special mobile machinery fleets.

Lawmakers will also likely pass a referendum for a ballot measure that would ask voters to repeal a number of arcane provisions in the state Constitution. One of the things the ballot measure would strip from the state Constitution is 1992’s anti-gay Amendment 2, which was found unconstitutional by the U.S. Supreme Court in 1995.
