The Bach administration wants the City Council to approve about $3.2 million in supplemental budget appropriations for what it called “mission critical” capital improvements.

“These are needs that have been building for some time, ever since I’ve been in office,” Mayor Steve Bach said Wednesday during the monthly mayor’s counsel meeting.

The proposed appropriations include:

• $1 million for the Fire Department, including $500,000 to purchase a fire truck for Station 21 and $500,000 to purchase 250 so-called self-contained breathing apparatus.

• $1.2 million for the Police Department, including $500,000 to replace about 50 aging police vehicles, $350,000 to replace the roof at the 19-year-old Police Operations Center, and $350,000 to repair or replace the heating, ventilation and air conditioning systems at the Falcon and Sand Creek substations and the Training Academy.

• $935,000 to pave four streets, including Voyager Parkway north of Kettle Creek Bridge to Interquest Parkway; Deerfield Hills Road from Springnite Drive to Drennan Road; Goddard Street from Kelly Johnson to North Academy boulevards; and Airport Road from North Circle Drive to North Chelton Road.

• $50,000 to purchase five “transport vehicles for crews,” replacing high-mileage, high-maintenance vehicles.

The money would come out of the city’s $38.6 million fund balance, or reserve fund.

The city increased the fund balance in 2011 by $8.66 million, primarily through cost savings and revenues exceeding expenses by $6.81 million.

The mayor said the idea is to take “not quite half of the increased fund balance” from 2011 to pay for the proposed supplemental appropriations.

“Although we’d love to keep the $8.7 million in the fund balance, we think … we need to spend part of it,” he said.

The council is scheduled to hear the proposed appropriations again at Monday’s informal meeting, and the Bach administration wants the spending requests to go up for the first vote during Tuesday’s formal meeting.
