Chapel Hills, Citadel mall stores served warrants amid retail crime investigation

Colorado Springs police along with officials with the Department of Revenue have made an arrest and executed multiple search warrants in what they say is an ongoing organized retail crime investigation.

Officers served warrants at three locations, said Colorado Springs Police Department spokesperson Caitlin Ford. Two are mall storefront locations — Heroes and Legends at the The Citadel mall and Legends and Heroes at Chapel Hill Mall, both tied to the same owner.

The third location, a residence on Berrey Lane in Lorson Ranch that the Colorado Springs Police Department said was tied to the business owner, was also searched with the assistance of the El Paso County Sheriff’s Office.

The individual arrested was Jon Anthony Martinez, 43, who CSPD says is in custody on suspicion of tax evasion based on Department of Revenue charges.

The CSPD said in a Tuesday blotter entry that more arrests are expected from the investigation.

Ford said the locations were searched in connection with an investigation started in late 2022 into The Citadel store location, where the business was allegedly reselling stolen new in box and over the counter goods at a lower price.

According to a Facebook page for the business, the store sells collectibles including cards, toys and comic books.

Christian Martinez, who works in a store adjacent to Heroes and Legends in The Citadel, said Tuesday evening that he saw law enforcement conducting the search warrant in the store and another nearby storefront connected with the owner that stored military-style items. That location did not appear to be open to the public.

In a blotter entry, police said that military surplus items were identified during the search and that the Army Criminal Investigation Division has been contacted to assist in the investigation.
